Loan Players
This is what comes up when I put the question into google.
“ For National League clubs (part of the National League System or NLS), there isn't a single, fixed cap on total loans in a season; rather, it depends on loan type (Short-Term/Long-Term/Youth) and the number allowed at any one time, with a general rule of up to four players on loan in total (short or long-term) at once from other clubs (including EFL/PL) but with various sub-rules, like a maximum of two short-term loans from any one club simultaneously, and FIFA rules for international loans adding more layers.
Key Loan Rules for National League System (NLS) Clubs:
Overall In-bound Limit: A club can generally have a maximum of four players on loan (short-term, long-term, or youth) from other clubs (including Steps 1-6 of the NLS, EFL, and Premier League) at any one time.
Short-Term Loans: You can have up to twelve short-term loans in a season (min 28 days, max 93 days), but only a maximum of two at any time from the same club.
Long-Term Loans: These are authorized during transfer windows and must adhere to the overall four-player limit.
Youth Loans: A separate youth loan slot might be available in addition to the four-player limit.
International Loans: FIFA's new rules (from 2024/25) limit clubs to six players loaned in and six loaned out internationally, but these don't always count towards domestic quotas unless specified.”

I think a maximum of 12 short terms loans and 6 long term loans with youth loans (players under 20 on 01-Jul preceding the season starting) being unlimited (to or from clubs at Steps 1-4). Each type of loan is limited to 2
